Pretty dumb. It'll take people a little while to get used to the idea that bicycles are traffic also.
Weird that a scooter rider be so slow on the uptake.
StreetFilms, or this producer/videographer, so make little printable cards that riders can whip out and stick on the windshield or somethere. "Hey man, this is a bicycle traffic lane, not a parking lane. You wouldn't park in the street could you?" With a picture of a cyclist colliding w/ a scooter, so they see their property is in danger.
