Private roads that charged a fee for passage were so despised by 19th C travelers in England that the electorate insisted roads be the responsibility of Parliament.

State supervision of police and fire departments came about because the private alternatives that preceded them were ineffectual.

The government adoption and reformation of the prison system happened because private prisons were so awful.
