it depends what part of Europe. Scandinavian countries use wail and yelp quite much. Same goes for the UK, Russia, Eastern European countries, Benelux countries (except the Netherlands)...
Germany, The Netherlands and France is the country of Hi-Lo sirens. I think they do not use wail or anything else. Even Belgium got their new electronic sirens.

What do you mean "american-style sirens"??? Lots of other countries use wail/yelp sirens too! Not just USA with their manual sirens

Interesting - american-style sirens. Meanwhile, some of the fire trucks in my town have european mechanical sirens.
