No you don't miss anything at all. The story in this game takes place hundreds of years later and there aren't any characters from Star Ocean 1 or 2 in it.

Certainly the most stunningly glorious game opening theme ever... and the most staggeringly infantile and boring game ever. Returned for trade. Hope to find better Star Ocean episodes.
