I'm my opinion the sound four sucked I don't know know who these people are that won't buy the game unless the sound four are in it. In all honesty I forgot the sound four even existed until neo said something about them.

It's mostly Storm 1 and 2 put together with slightly different gameplay and specials. But I do like a lot of the characters like the Masked Madara that fought Minato and all the Kages and Naruto Nine-Tailed Chakra Mode. It's definitely a game worth getting, my friend sold Storm 2 then regretted it but once this was announced it didn't matter to him anyway.
