I don't think he's faking the accent. As far as I know he completed his undergraduate studies at the Politecnico in Mexico, City and then came to Yale to work on his master's and Phd -- even though his English is grammatically correct he still has a slight Spanish accent. I think the older you are when you learn a new language the harder it is to get rid of your accent; in my college classes I've had foreign professors who are good and smart but who also speak English with a heavy accent.

Ok, I'm mexican. He was educated in Yale, he's travelled abroad many times, then why does his English sound that bad?
Is he faking the accent so everyone can understand what he's saying in English? Because sometimes in international forums, people tend to mark the syllabes and words.

If history is an indicator, they will get labeled communist and/or terrorist, and dealt with accordingly.

Interesting idea, although I still see participation as an issue. What do you do with the countries that refuse to pay the tax? What are the consequences?
