If you knew how to get him, "acting responsibly" meant calling the commander-in-chief and telling him how. If HE then failed, at least YOU tried.
Just like Nixon's "secret plan to end the war." His duty was to get on the horn and tell it to LBJ, and get that issue off the table. Instead, he didn't tell us the secret. Turned out, the secret was to "end" it just in time to get himself re-elected.
Conservatives: They simply cannot be trusted, in any election.
