I'm not sure of the actual reaction but PU is not very heat resistant (It melts @ 70C) i guess once emersed in hot water the oil will soften the PU backbone of the foam & the sugar will act as a soluable abrasive.

I know that casualties in the UK use this system to remove it from human skin. hoipe this is useful

To get expanding foam off your hands mix, cooking oil & sugar into a paste, then use hot water (As hot as you can stand it) i know this becuase i'm a techncal advisor for a building chemicals company
