Not at all... Flamenco guitars go anywhere between $300 to $30,000, depending on the maker and the quality of the woods. Classical guitars are in the same price range.

Flamenco guitars used to be built from cypress, which was a cheap and common wood at the time. Today, however, it is other way around, cypress is more rare and expensive. It has brighter sound and is, as previously stated, more aggressive. Usually they're also thinner than classical guitars.
Actually flamencos can also have a cedar top. Many Ramirez or 'Madrid'-style guitars have a cedar top for added volume. Otherwise, the most common top is spruce, not pine. Back and sides can either be cypress or rosewood. The major difference between a classical and a flamenco lies in the construction, not just the wood. Flamencos are built lighter, more resonant and more aggressive.
