there are some us-army bases located in this area, and many american tourists.

also lots of german families of that region moved to the united states (illinois, pennsylvania) in the 19th century.

Agreed, the second speaker's voice has an unusually high pitch, but his accent is non-descript.

(Disclosure: my first languages are Hochdeutsch/English; I was born in Canada to a German mother and Austrian father, and consider both my accents "neutral", though I wouldn't be surprised if someone could tell by my English that I'm Canadian)
