Easier way to get tesla cannon prototype

Once you get high enough using the save glitch jump (if you dont know click the link below)
instead going up further go high enough until you can jump on the ledge and then jump on the metal then jump on the rock..... The video is better than my decsription just watch it .

why does betesda put a weopon there? :P like they trying to make a new neat gun what they did later on with the corrrect skin but why they have here the rocket skin? and put it hole up there that only is reachable with a 5mm stair case or somthign else
