After I wrote this comment I've downloaded and tried, Silverlight is not mandatory.
So far so good though, actually I am kinda surprised that the company didn't "explode" (in terms of popularity) and Microsoft hasn't bought it yet.
Clearly, this is better that their AJAX Control Toolkit and Google's GWT.

It doesn't have to run as Silverlight!
If you choose Silverlight then obviously there is a need for it on the client. But it can run as regular DHTML/Ajax with no installations on the client.
