Off-Duty Erie Police Officer talks about Murder Investigation

A video of an apparently intoxicated off-duty Erie police officer has prompted the police to conduct an internal investigation into the officer's comments and behavior. The video, posted on YouTube, shows the officer, James Cousins II, joking about homicide victim Rondale Jennings Sr., who was fatally shot March 28, and also about a drunken suspect in an unrelated domestic case. Cousins said on the video that he immobilized that person with a Taser. The video was posted on YouTube on April 6, but it was not immediately clear when the events took place.
