so i guess the ice flower and penguin suit relationship is like the raccon leaf and tanooki suit. raccon leaf you can attack with your tail and fly and the tanooki suit can do that too but also turn into a statue. and the ice suit shoots ice balls and the penguin suit can slide, swim better and shoot iceballs
