Actually it starts with Brahms and it becomes Offenbach at about 2 minutes in.

I read that they originally did this in Paris without panties. That's why it was such a big deal.

Whilst that did occur in later versions, it wasn't done in the originals; the reason it made such a big deal was that polite society in France at the time regarded the sight of even a woman's ankle as rare and somewhat scandalous. Then this dance comes along with women showing off far more than that.

There are several pieces of music conflated here, including Brahms Hungarian Dance No 2, Csardas by Ricardo Monti, and Offenbach's Can-Can from Gaité Parisienne, and others which I should know, but don't.
