1) Some cops do have CB radios in their car, its possible he could have been an officer MESSING with you.
2) If this was a serious officer you can tell him to go eat a donut because there is no way in hell he can find you. Law Enforcment dont just carry some kind of special tracker in the trunk of their car.
3) Local and state law enforcment cannot legally enforce laws or regulations on the CB radio because it is not their jurisidction. I know this from being in criminal justice
