At this Ash Democracy Seminar, Claus Offe, professor at the Hertie School of Governance in Berlin, focused on two questions: Is it right to assume that policy issues that can only be addressed by soft mechanisms are becoming more prevalent and, if so, how could this be explained? What are the cognitive and motivational premises of successful policies of persuasion? This seminar is part of the Ash Democracy Seminar Series administered by the Ash Center for Democratic Governance and Innovation at Harvard Kennedy School.
