Good video. I was surprised.
The first major project that Portland should look into is revitalizing the old Portland-Westbrook-Gorham rail line, either as light rail, or more conventional stuff. That's going to be your major future commuter cooridor right there.
You could also double track the Pan-Am line from Portland to Wells and set up a commuter line going in that direction. Either way, rail -- not road -- is the future.
