The dub for smoke mustive been kind of awkward for the actress cause her maniacal tone is supposed to make fun of stereotypical 'bad' english dubbing.

I bet it was an easy task for the actress to voice Smoke.
Other dubs (e.g. the English dub) has the actress trying to immitate a Japanese accent.

I've watched original English version of this episode, but I don't think the actress (probably Linda Ballantyne) immmitates a Japanese accent.
