Small test simulation of an object hitting the ground and therefore creating a small turbulence of soil/dust.
I've used Maya Fluid for that. A simulation with Particles or nParticles was really inaccurate. The main problem was to "move" the fluid away when being in the proximity of the dust. Just connecting the falling cube to the fluid resulted in only a small and wrong pressure on the dust. So I've connected (parent) a volume air field to the cube with direction and strength according to the speed of the cube. I've also removed the side and top boundary of the fluid container so the dust can spread away freely. Otherwise it would also move in a false manner. For this simulation a emitted the dust into the fluid. The next step would be to edit the fluid content to already contain a bottom layer of dust and then raising the ground plane a bit so the dust will only be visible when the moving object approaches.
