Heres another pet-peave: when a younger expert or pundit is being interviewed on TV, they will often respond to a question by first saying "So--". As in: So, what we did was--blah,blah,blah,ect,ect. Its a verbal tic that is often accomanied with upspeak. It makes the person sound so rote.
Ive only started noticing this trend in the last couple of years.

I agree at a professional level this can cause major dissonance because it does sound as if the person using the uptalk is unsure of themselves. I have to admit I've been confounded a few times because I didn't know whether or not a question was being asked or a statement was being made

One of the most damaging effects of up-talking can be hidden from the speaker. When a person is unaware that they are uptalking, others are noticing and judging. They may not even realize that the negative judgment is coming from the speech pattern, but just like body language, people change their opinion based upon these factors.
