Versus is an action RPG that will supposedly have a battle system similar to Kingdom Hearts whereas XIII will be a more traditional style RPG. They're both set in the same universe, but different time periods and characters. FFXIII is on both the 360 and PS3 and Versus is exclusive to the PS3.

Basically you have the typical RPG command bar with 'attack' 'magic' 'item' etc, except it's all real time. Just select the command and press X to do it. It's pretty simple. If you watch any gameplay video you'll be able to figure out how it works.
