Can 2:25 only be done on eddie, and does it need that setup?

No, you can do it on several characters, Eddie's hitbox is big though making it easier. The only ways I know how to do it is how I did it on my video or you can check out SaishuuKessen's video in which he uses a setup with DAA RC.
