It's not really a matter of the staff being stupid (even though it's obvious they are in many instances), but Ivy's pheremones also work on women (:D!!!!) so it really wouldn't matter. Batman villains are just blessed with abilities and skills that help them escape Arkham (Scarecrow; fear toxins, Croc:just eats the guards, Riddler; trolls them with riddles, Joker; connections, Harley, etc)

No wonder inmates keep escaping Arkham the doctors and staff are stupid. Why let a woman interview a man that killed 20 women and why let a man interview a seductress? they should hire Batman as a consultant or something
