No it's not, it's the LPG facility in Ichihara, Chiba that had been burning all afternoon and finally blew. There was also one in Sendai (refinery or chemical plant), but I didn't see any video of that one.

I'm not sure but many news sources have reported that video as being on the Asian coast, not in Japan. Please note I'm not saying its correct either way, but it would be nice to know.
