Following the March 2011 Reagan National Airport incident where two commercial jet liners landed without clearance because an air-traffic controller fell asleep on the job, DOT Secretary Ray LaHood proposed adding staff to control towers overnight. Chairman John Mica called this a "typical bureaucratic response" because Reagan National Airport only averages two flight landings per day during the late night and early morning hours.
