That's not an emergency lane. It's called the #1 lane in the US, aka "fast lane" colloquially.

You're not to bright are you? The man/woman was driving in the emergency lane reserved for emergency vehicles. The cop came up on the back of his car and instead of not taking the hint and changing lanes, the cop was forced to turn on his lights and siren and guide the driver into one of the proper lanes. There is no abuse of power here. It is a textbook violation of the rules of the road. Left lane is for emergency vehicles and passing cars only. Cop legally had a right to ticket him and didn't

The cop was moving him out of the emergency lane. He got close and figured the guy would take the hint, when he didn't, he flashed the lights and led him over to the side and returned to the emergency lane. Guys lucky. Cop could have ticketed him.
