Thank you so much for your comment. This is a Defense, not to completely stop the waves. Japan had NO Barriers to stop the waves. By installing 3 lines of defense, these defenses would have slowed down the waves and would have helped stop some of the damages. Once waves retrieve, mud and sand would be trapped between lines of defense. This would build a longer and higher barrier away from the coast line. Adding more protection. More land, more protection. Lower Water, shortening the ramp effect.
