This works because he is using 100% pure water. When pure water is lowered below freezing point, it won't start the crystallization process unless it is disrupted in some way, by dropping a foreign object into it or shaking it as you see in this video.

you can get it by evaporating water and catching the vapor into something else. If you boil water the vapor is pure water and nothing else.
