The poor dog was scared and stressed out, and most likely perceived the man with the hood as threatening, I have seen strange reactions from dogs (and cats, and birds) when they see people who wear hats and/or sunglasses! Dogs communicate a lot through looking at the eyes! The man had his hair covered up, and most likely looked like an alien, or threat, to the dog. Not her fault and I am glad that this guy harbored no ill will towards this poor creature! :~)

never ever look a dog into the eyes.. u have to close it some times.. slowly.. otherwise he thinks ur an enemie

i would have grabbed the dog fast at hes neck and draged it up quickly to avoid getting bitten.

I'm just glad it wasnt me, of course the dog was scared and reacted badly to the rescue attempt, but I dont think I would have reacted as well as that guy did to being bitten in the face!
...as a matter of fact, the dog probably interpreted the guy putting his face right up to the dog's face (especially from above) as the GUY being agressive toward him.
Most people don't seem to understand that a dog in PAIN or DISTRESS feels VULNERABLE--and is likely to incorrectly feel "under attack" from anyone near.
Among wild dogs/wolves, etc., for reasons that maybe nobody understands, dogs will often ATTACK badly injured pack mates. Dogs can feel very defensive when in trouble.
