Nope. It was a delay steal. If he would have taken off with the other runners he would have given away the play. 2nd base runner still needs to take off early, not as early as third but still enough to make it in time because there was 2 outs and he could get picked at third if the catcher decides to give away the run for the out. With all the action diverged at home plate the runner at 1st can easily delay steal.
