@ihategobots7 no man Jetfire and Jetstorm are their true forms. The fact that they are twins means that they are from the same mold and have similar spark signatures. Safeguard happens to be a combination form like an upgrade.

@ihategobots7 No more than Devastator was the Constructicons' "true form", or Unicron Trilogy Optimus Prime's "Super Mode" was his. Both of them existed before they underwent the reformatting/upgrade process to give them their present form, and they exist, and can get along just fine, without combining into Safeguard. But they can also combine into Safeguard.

@AeonMagnus i think he means, being twins, that means theyre both made from the same protoform mold, meaning safeguard could be considered their "true form".

@pie2413 How does that mean Safeguard is their "true form" any more than conjoined twins are the "true form" of regular twins?
In the case of these two specifically, they existed already before the Elite Guard experiments that gave them their flight and combining powers. So, if Safeguard is their "true form", who or what was their "true form" in all the years before that? If Safeguard is their true form, then Spider-Man is Peter Parker's true form.
