Part 2 can be started immediately after part 1 if you are at level 15, otherwise a courier will deliver a letter to you upon reaching level 15.

just to help you can harvest high elf blood at 2:40 its the body that is laying down on top of a table , it's name is Valie , thumbs up so everyone can save themselves some time!!

Thx for helping me! I didn't know how to get the second part until u showed me i have to be lvl 15! THX! BTW: Next time you do a quest like that, I suggest you go to Liar's Retreat (east of Markarth, west of Rorikstead) It has all the blood except High Elf

I did all that was in part 1 of this video, but i never got any letter from Septimus. And now i an lvl 47:( Anyone else this has happened too? Is it a bug?
