@GreekFrEnzY No, it's an Xbox controller. If you want a dual arcade stick, Qanba makes one (also works with PC).

@mastachief2 It'd work, but it'd be like the old arcade days where you still have the SF button layout. There is a MK arcade stick out there.

@MarklarRavencrest Yes you can use this arcade stick on PC but only with a wireless Xbox 360 controller gaming receiver for PC. They are in the $23-30 range on Amazon as of 2-23-2011. However, do not buy them from Ebay though unless you can confirm it's the official Microsoft receiver.
