Hujintao is due to retire as prisident on 2013. I don't think dictator have a end date unless something chaotic happen. If Hu really is a dictator than please put George W Bush on there as well, he generated 2 biggest wars in the 21th century, over 1million death, illegal detainee in Guantanamo bay, water board torture... the list goes on.
