This is a Raum Energy 1.3 kW wind turbine in operation. The reason the blades look like they are moving slowly is because they are spinning between 600-800RPM; too fast for our camera to pick up.

The turbine begins to furl (lean back) at around 10 m/s wind speed. This is Raum's method of allowing the turbine to protect itself and operate efficiently at very high wind speeds (up to 45 m/s; 162 km/h; 101 mph).
