Yes and no: That Stone really exists and has been used by many Artists, Windir is one of them. The Picture in THIS Video though is a Painting from Johan Dahl.

where did you read that skilfingur means he who lives on a rock?
just by being icelandic i can see the word is the same as our Skelfing
which would be trembling (with fear)
so the name should be trembler or he who is from "tremble" which makes sense kind of as his throne is called hlíðskjálf. (skjálf -skelfa-skilfing... it's all the same)
unless maybe if you're taking the skjálf part and thinking of it like the english shelf.
thus thinking about some kind of hill-shelf which would be a rock...?

I don't know anything about the Language, I'm Swiss.^^ But I saw the Name Skilfingr in a Norse Mythology Book as a Name of Odin and then searched in Wikipedia what Skilfingr means. It's possible their Translation screwed up, I don't know. However, how would you suggest the Translation of Skilfingr? Then I can change it.
