You should see if you can take out the pulley and have it replaced or repaired. In the meantime you can start the engine by winding a rope around the shaft under the pulley (be careful to wind it so that the engine starts in the right direction, a two stroker can start counterwise) and yanking it. If you can't take out the pulley take the scooter to a lawnmower engines servicing.
