you do not need to pay for a domain name and a Web host, all u need to do is look for a free website host that will allow you to upload HTML files like webs.com
is one that i used the only think is that you will need to upload all your files individually witch will take a while if you have allot of files in your folder.

To anyone trying to learn web design: this method is an old school method that was useful 5 years ago, but is no longer a good way to create a website. Tables are not meant for setting up the layout of a web site. Using tables will cause all sorts of problems, especially between different browsers. If you really want to learn how to make a website, learn some CSS.

hmm I'm not really sure what you mean. But if you mean what I think you do, then you just set the border thickness at 0 px :)

yes i set the border thickness at 0 px but i meant about the cuting border that is also seen at your video when u preview a page
u know when u clicking at gellery or does that border go away when u upload a page on the net
