Sixteenth Amendment. :
"The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration."
This amendment exempted income taxes from the constitutional requirements regarding direct taxes by categorizing income tax as an excise tax and NOT A DIRECT TAX.

@scottieman2 So you don't mind being told what you need? Forget sales tax. We think you only need $100 a week, the rest goes back to the people.
Why tax candy and cigs? How about getting the government out of health care and letting people who buy candy/cigs deal with what they've done to themselves. They already pay higher insurgence and die sooner. So if they know they are not going to get gov medical care or have to pay more they'll be less likely to use harmful products.
