@rzeitouneh One time Steve Rogers was captured and the SSS was neutralised so he turned scrawny again. You know what he did? He beat up some super-soldiers using just his martial arts skills. His skills are at least as good as Batman's, maybe better.

Why do people say Batman has no superpowers? Batman has the power of MONEY! That's how he became a superhero; because he's loaded. If he'd been a regular working or middle class guy, he'd have never become a hero. Cap was a a dirt poor kid from Brooklyn and he still became a hero. That makes him a lot more impressive than some rich guy.

@rzeitouneh Fine, then what you're arguing for is that Batman is a "better hero." While I disagree with your opinion, I do want to note that Steve Rogers still trained to become an expert fighter and strategist. Those kind of things were not serum-given.

@v2freak makes him ineligible to be considered non-powered because he would never have been able to achieve such powers without chemical enhancement. And even if we are saying that Cap is non-powered, Batman is still the better hero in that category, at least to me, because he worked to achieve his abiities through years of martial arts training.

@v2freak to frighten people to his advantage. It would be the same if you or I poked a beehive with a stick and then threw it on one of our enemies. And most of the time, Batman relies on his martial arts background, which took years of training and discipline. In both scenarios, he's relying on his and the bats' natural abilities. Again, Captain America just let someone poke him with a needle. Look, I'm not against Captain America, I'm just saying the way in which he achieved his abilities...

@v2freak in general, but the same rules should apply to non-superpowered superheroes. At least to me, the definition of a non-superpowered hero is someone who relies on their natural abilities. And the point you bring up about Batman summoning bats. That's completely different. Its not as if he genetically engineered the bats or made it so that he could summon them telepathically. No, he simply is using sonic technology to provoke them into attacking. He is using their already inherent ability..
