I actually remember this from some of the better clubs in Boston ca. early 1980's..definitely a blast from the past.

The song title comes from Monty Python's Matching Tie And Handkerchief album =, which had a phone-on sketch where one of the callers asks the host, "is Vic there?" THAT is where the song title comes from (as if anyone cares).
