They were their because the district had Tali-ban sympathy, it had plenty of civilians to blend in with, it had young potential recruits,it has plenty of buildings to store equipment, and then some. Its a perfect spot for the Tali-ban. You need to learn more about battle tactics.

The Tali-ban don't care about farmland. What they do like however is a place to stay that has Tali-ban sympathizers, a place full of civilians to hide amongst, a place that has may have young potential recruits, a place to hide their gear and equipment. Marjah has all of these benefits and then some.
