It's the fan, the PWM (speed control) circuit engages a little after the power goes on.

My rig is pretty funny too CM Elite 330 Logitech LS21 Logtiech G11 Logitech G5 Rev. 2/2007 2 120MM fans (1 is Blue LED) 2X2GB Crucial Ballistix Tracer DDR2-800 (1200MHz later) C2Q Q6700 @ Stock (I'll get a Q9650 or a QX770 later) ASUS P5Q Premium 750W (SLI capable) PSU Sapphire HD 5770 New Edition (cooler with big fan and heat fins and heat pipes) All the other stuff and I have a cheap Foxconn (StockLike) CPU cooler Though my idle temps range from 8C-19C. In-game temps range from around 22C-44C.

Yea I have 4x1GB tracers and all LED's are off unless I turn on the computer. (EVGA 780i) What motherboard are you using that constantly supplies power to the ram?

They are the standard Tracer's, that have the black heat spreaders yeah. Of course sadly it looks like currently one of them is bad, so I'm going to have to get them replaced.
