@Vultrus The entire organisation know that Fred / Bob are the same person, they've basically picked him as a person to burn out on Substance D to the point that they can get him into a rehab programme. There's a few blue flowers references throughout the film, e.g. Donna mentions them at one point when they're high together. They're trying to constantly plant the idea in his subconscious and hope that when he gets into rehab that no matter how fried his mind is he will recall their importance.

@joejohanssen I think that they knew that his mission was actually to infiltrate the drug facility and therefore if they had that level of clearance they also knew that Donna was a cop and were urging him to bring the blue flowers to the police.

I felt like writing it to get a feel of the poetry, no point beyond that. How I've gotten so many thumbs up, I don't know. The Lord works in mysterious ways.
