I bought my cats one of the continuous flow kitty water fountain things and they stopped turning my tap on. lol. Wouldn't have been a problem if they learned to turn it off after they were done.

cats only drink running water, they will only drink from a waterbowl as a last resort

That probably explains why he splashes all the water out of his dish! I have to put his water dish in a turkey pan so it has some place to splash to!
