It's a single player game. Let me ask you this: How many single player games do you know of that require you to pay monthly? I sure don't know of any. Only the online games have you pay monthly.
And if you're thinking of getting the game, why don't you try the Demo first? It even lets you free-roam the city. If it runs on your computer well, and you like the game, then by all means, by it.
A word of advice, though. If you DO buy it, stay away from the XBOX 360 version. There are too many bugs.

I've spent a couple of hours playing the demo now, and it's a really enjoyable game. Fighting is something I usually want to avoid in JRPGs, but it's a whole different story for The Last Remnant. Combat is actually the thing that keeps me playing the demo.
