In Italy it's quite a common thing, and it's also necessary. If you go to a bar and you want to drink, the bartender might want to know whether you're of age. If the police stop you and they want to know who you are, how can you prove it without an identity card? The government doesn't actually collect any information about you, the ID card only shows name,surname, height and address.
