I agree that Cops ARE being used badly to generate income, but you kinda go overboard...the prisons are full; someone caught those guys. And believe me, you wouldn't want a lot of those inmates anywhere near you.

The problem is that when you need the police, they're out doing shit like this. Police don't help anymore. They show up after the fact to ask questions and write tickets in order to generate revenue for the state.
