The history behind this scene is awesome. TV critics disliked the level of swearing stating that it was gratuitous and unnecessary, citing other programs that present storyline without so much of it. David Simon, the creator of the wire and his co-writers had decades of experience working with police in Baltimore and felt that the swearing be as realistic a possible. So they decided to write a scene which consisted entirely of swearing, it is in fact a big fuck you to weak TV critics (CSI fans).
